Jack served for 27 years in the U.S. Department of Labor, Office of Workers Compensation Programs, as the Chief, Branch of Insurance and Financial Management, and the Acting Director, Division of Longshore and Harbor Workers’ Compensation. As Branch Chief, Jack directed the licensing and regulation of insurance carriers and self-insured employers under the Longshore and Harbor Workers Compensation Act. He also administered the Special Fund established in Section 44 of the Longshore Act and billed and collected the annual industry assessment. As Director, he supervised the national administration of the Longshore and Harbor Workers Compensation Act, and extensions, the Defense Base Act, the Outer Continental Shelf Lands Act, and the Nonappropriated Fund Instrumentalities Act.

Jack joined The American Equity Underwriters, Inc. (AEU) in 2006. AEU manages a large group self-insured trust fund (the American Longshore Mutual Association – ALMA) authorized by the U.S. Department of Labor to write coverage under the Longshore Act. At AEU, Jack currently serves as Senior Vice President, AEU Advisory Services.

Jack has a BA from Fordham University and a JD from St. John’s University School of Law.
